Nyingchi steps up ecological civilization construction

According to the relevant department of Nyingchi City, southwest China's Tibet Autonomous Region, the city has become demonstration city of ecological civilization construction since 2008, and made great efforts to transform ecological advantage into economic advantage; its ecological industries have driven nearly 110,000 farmers and herdsmen to increase their income and become rich.

In recent years, Nyingchi City has striven to develop ecotourism, ecological agriculture and animal husbandry as well as other ecological industries. A total of nearly 30,000 farmers and herdsmen from 1,500 households have been directly involved in ecotourism; ecological agriculture and animal husbandry have increased income of more than 78,000 people from 19,000 households. It has made good use of basic role of characteristic agriculture and animal husbandry, and accelerated the construction of "one belt and four bases" (forest and fruit industrial belt, Tibetan pig breeding and processing base, Tibetan medicinal materials planting base, tea planting base, vegetable production base). The planting areas of the city's characteristic forest and fruit, green organic tea, vegetable and Tibetan medicinal materials have reached 182.2 km², 13.6 km², 7.66 km² and 8.13 km² respectively.

The city has combined ecological environment protection with poverty alleviation, and used 10% of the national transfer funds for key ecological functions to purchase posts every year. The poor who have labor ability will be assigned to become forest rangers, nature reserve managers and environmental protection supervisors, so as to arouse the enthusiasm of people of all ethnic groups in protecting ecology. Now, there are more than 32,400 ecological posts in the city, with an annual per capita income of 3,500 yuan RMB.

In addition, Nyingchi City has also implemented ecological compensation to protect the legitimate rights and interests of key public welfare forest compensation targets, and severely cracked down on acts damaging the ecology such as illegal logging, uncontrolled hunting of wild animals and unauthorized digging of wild plants.

According to statistics, the city has 29,745.33 km² of ecological public welfare forest, and cashes in 144 million yuan RMB of ecological compensation every year. Besides, it promotes the sustainable development of grassland resources through measures such as banning and resting grazing, returning grazing land to grassland, planting grass artificially, balancing grass and livestock, grassland contracting, and implementing policies on subsidies and incentives for grassland ecological protection.
