Tibet: developing non-government funded education

Since the reform and opening up, with the rapid economic and social development of southwest China's Tibet Autonomous Region and the continuous improvement of people's living standards, the social demand for educational resources has gradually increased. In order to deepen the comprehensive reform in the field of education and meet people's multiple needs for education, the relevant departments in Lhasa have taken various measures to actively promote the healthy and sustainable development of non-government funded education. But at the same time, there's still some work to be improved and perfected.

Non-government funded educational institutions should focus on improving the quality of running schools on the basis of rational operation. Firstly, follow-up investment should be increased, school-running conditions, hardware and software facilities should be further improved. Secondly, educational concepts should be changed to adhere to the principle of "educating people and moral education first, strive for survival by quality", seek development with characteristics, build school brand and characteristics, take the road of connotation development, and effectively improve the quality of teaching.

The management of non-government funded education should be further strengthened according to law. The competent departments at all levels should strengthen the management and guidance of non-government funded schools in accordance with the law and resolutely crack down on illegal and irregular acts such as false propaganda, illegal enrollment and charging. Unlicensed school running, extra-curricular teaching and zero foundation teaching should all be banned. More importantly, management of food safety, school bus safety and traffic safety in non-government funded schoolsstrengthen should be in accordance with the requirements of safety and stability, formulation of rules and regulations, equipping security forces, improving the security prevention and control system.

A high-level and retainable teaching staff should be established, which is the basis for a rapid development of non-government funded education. In the competitive social environment, they can attract a large number of normal university graduates to teach. Non-government funded educational institutions should raise teachers' salaries and welfare benefits. According to the Labor Law, teachers should be paid with reasonable class-hour salaries in order to retain more talents. At the same time, they should vigorously publicize the advanced experience and practices from schools of other provinces and further improve the level of teachers in light of the actual situation in the region.
