Tibet formulates plan for urban sewage treatment

In order to improve the capacity of urban sewage collection and treatment facilities in southwest China's Tibet Autonomous Region (T.A.R.), a three-year action plan for enhancing the quality and efficiency of regional sewage treatment capacity has been formulated by the government.

Establishing a long-term mechanism for regular investigation and detection

According to the Department of Housing and Urban-Rural Development of T.A.R., by the end of 2021, Tibet plans to eliminate black and odorous water, and continually develop the sewage treatment facilities to increase the centralize collection rate of domestic sewage by 10% on average. The key tasks include carrying out drainage network investigation and detection, establishing & perfecting related management mechanism and charging policy, and another seven aspects which require each city and town to formulate relevant action plan according to the local conditions.

Implementing a blacklist system of construction market subjects

The three-year action plan requires strengthening the supervision of drainage pipe market, cracking down on counterfeit and shoddy pipe products, and ensuring construction quality. "In order to improve the credit system of construction market, the region will implement a blacklist system of construction market subjects according to the required quality standard." the head of the Department of Housing and Urban-Rural Development says.

Department of Ecology and Environment of T.A.R. and other relevant departments are required to connect domestic sewage to the municipal sewage network, strictly forbid to mix rain and sewage waters, or to discharge sewage directly.

All types of industrial parks and enterprises are required to set up the facilities for sewage treatment, and industrial sewage that connects to the municipal sewage network must meet relevant standard, and related information should be publicized. Meanwhile, cities and towns are required to improve the charging policy of sewage treatment and formulate specific charging standard which needs to be implemented strictly.
