During the 12th Five Year Plan period, Tibet realizes 15-year free education. By the autumn semester of 2016, the standard of educational "three guarantees" is increased to 3240 yuan per people per year, covering the period from three years of preschool to senior high school. 36 counties passes the examination of national balanced development of compulsory education. Standardization construction of basic education school makes great progress. The construction of high-education doctorial point achieves the zero breakthrough.

During the 12th Five Year Plan period, 169000 people newly get employed in urban areas and 4.67 million surplus rural labor forces are transferred. In addition, residents' incomes increase fast. Per capita disposable incomes of urban and rural residents are 1.7 times and 2 times than that of 2010.
