In March, Pumaqangtang Township is under azure blue sky. Hordes of flocks and herds are on the pasture. With an area of 1,200 sq.km. and an average elevation of 5,373 mters, Pumaqangtang Township is located at Shannan City, southwest China's Tibet Autonomous Region, which is the highest township in China. Its oxygen content is less than 40 percent of that at the sea level, and its air presssure is only half of that at the plain area. Here, people's average life span is 49.5. Residents must contend with strong winds, biting cold and lower oxygen levels. Most people die before getting old. More than 1,000 cadres and the masses as well as eight border officers and soldiers live here -the "life restricted zone", composing gorgeous chapters with their loyal stick, brave undertakes and their pioneering endeavors.
