In recent years, the party committee and government of Qonggyai County, Shannan City, southwest China's Tibet Autonomous Region combine the relocation with comprehensive ecological environment management and rural revitalization to continuously enhance the sustainable development capacity of the county. At the same time, the county party committee and the county government carry out the skills training, provide the employment platforms and develop industries to solve the people's employment problem, increase their income, and lift them out of poverty.

Since the “13th Five-Year Plan (2016-2020)”, the county party committee and the county government have taken the relocation as an important measure to alleviate poverty. Since 2016, Qonggyai County has implemented the relocation project, which focuses on the towns and areas with rich production resources and completed infrastructure. Through implementing industrial policies, reasonably planning the poverty alleviation relocation sites and improving public service facilities, Qonggyai County improves people's lives. So far, the relocation work of 40 people from 11 households has been completed.

In view of the poor people living in areas with rugged environment and no development conditions, Qonggyai County has formulated the poverty alleviation system and a series of plans for relocation, industrial development, transferring employment and ecological poverty alleviation.

At the same time, to promote the development of the county and lift the masses out of poverty, Qonggyai County has combined the relocation with infrastructure construction and industrial development, which has enhanced the scientificity as well as pertinence of the relocation. In addition, Qonggyai County has paid attention to financial support and raised 130 million yuan of poverty alleviation funds, including 1.2 million yuan of special funds, 30.74 million yuan of agricultural-related funds, 7 million yuan of aiding Tibet funds and 23.3 million yuan of stock funds to support relocation and poverty alleviation.
