Qianggu Village of Oma Town in Ngari Prefecture's Gerze County of southwest China's Tibet Autonomous Region is located in the hinterland of Changtang Grassland. In 2016, it has been listed among the regional level pilot villages of pastoral areas reform. Henceforth, it begins to vigorously develop the village level collective economic cooperative. Through organizing herdsmen, integrating resources and promoting industrial development, resources are turned into assets, capital is converted into equities, and villagers become shareholders, making the party branch more cohesive, village more energetic, and villagers have more sense of belonging. Besides, the efficiency of animal husbandry is enhanced and the income of herdsmen is increased.
Making breakthroughs in the collective economy
During the pilot work, the original scattered yak breeding bases, village collective shops, tea houses, construction teams and agricultural machinery repair factories are integrated to establish the collective economic cooperative, recruiting 256 members from 71 households. Various rules and regulations are established and improved to raise the level of organizational management. Respecting the opinions of the masses, villagers are encouraged and guided to participate in the operation of the cooperative in many ways.
The cooperative carries out work in accordance with the operation mode of "unified arrangement of labor force, unified management of grassland, unified purchase and sale of livestock products, unified distribution of operating income, unified provision for people without working capability and the elderly of no family, and unified dividends participation of school students". At the same time, according to the operating scale, the village party branch and village committee set up a number of party groups, giving full play to the vanguard role of party members.
Through the establishment and development of the collective economic cooperative, the scattered manpower, material resources, financial resources of pastoral areas are accumulated, further reducing the management cost, enhancing the collective, cooperation and market consciousness of the masses, improving the organizational degree of herdsmen, and promoting the transformation of pastoral production method and lifestyle from extensive to intensive.
Integrating capital as the starting point for multiple investment
For innovation on the use pattern of funds for agriculture-related projects, Qianggu Village establishes the whole-process integration mechanism involving the preparation of planning, project declaration and the use of funds. Over the past three years, the collective economic cooperative of Qiaggu Village have obtained more than 3.28 million yuan RMB of agriculture-related projects for the construction of standardized cattle pens, sheep pens, artificial grass and other animal husbandry infrastructure projects.
Through the communication and coordination with the county government and financial departments, Qianggu Village improves the financial services of pastoral area, increases the loan amount of the cooperative, and successfully obtains a loan of 2.1 million yuan RMB. At the same time, it is also concern with the role of private capital, acquiring 300,000 yuan RMB of subsidies and incentive funds for grassland ecological protection.
Taking interest alignment as the core to realize the virtuous cycle
The cooperative distributes 82% of the total annual income to members, 4% to support people without working capability and the elderly of no family, 6% to be the basic remuneration for the administrative staff of the cooperative, and the remaining 8% to be the risk capital and working capital. In addition, the village committee strictly implements the open system of village affairs and publicizes all accounts of the collective economy, which greatly wins the villagers' trust toward the village party branch and the village committee.
Advocating the idea of "more pay for more work", villagers are able to enjoy the benefits of industrial development to the maximum extent. In 2018, the average dividends of the member households have exceeded 18,900 yuan RMB.
With the constant development and expansion of the cooperative, the surplus labor force in the village is liberated. In 2018, 78 people engaging in simple animal husbandry production in the village have been transferred to engage in construction industry, road transportation industry, service industry and others nearby, realizing a breakthrough from single income to diversified incomes, with the transferred employment income reaching 1.28 million yuan RMB.
Every local student has 100 workpoints. In 2008, 74 students have received a dividend of 1,150 yuan RMB for each one. For school-age children who did not go to school, the cooperative offers no dividends, and arrange no participation in any labor arrangements. At the same time, the cooperative also provided 4,388 yuan RMB for 21 elderly people of no family in the village.
Over the past 3 years, the operation scale of the collective economic cooperative of Qianggu Village has been continuously expanded through "taking collective economy as the breakthrough”, "integrating capital as the starting point", and "taking interest alignment as the core".
In 2018, the per capita net income of Qianggu village has exceeded 15,500 yuan RMB, an increase of 5.47% year on year. The good earnings have been further stimulating the enthusiasm of villagers to participate in the reform of pastoral areas, forming a virtuous cycle of reform and development.
