According to Tibet Communications Administration, to further meet the needs of rural and remote areas for mobile communication networks, the relevant communication departments will constantly regard 4G base stations in remote administrative villages as the fourth batch of telecommunications universal service pilots. When pilots are completed, the rate of accessing to broadband, fiber-optic cables and 4G signals will reach 98% in Tibet's all administrative villages.

According to statistics, Tibet had 782,000 fixed broadband users and 2.755 million mobile broadband users (3G+4G), with penetration rate of 80.91% and 83.35% respectively by the end of 2018.
