In 2020, Nyingchi City, southwest China's Tibet Autonomous Region, will promote balanced development, strengthen the system and capacity for urban governance, and make effort to remain the title of National Hygiene City after being re-evaluated. With the acceleration of intelligent urban governance construction, the second phase of digital urban governance center project is going to be completed. Domestic garbage sorting, property management and supervision of illegal urban buildings will be strengthened. The city continues to carry out the industrialization, urbanization and agricultural modernization, and protect its municipal infrastructures.

The rural revitalization strategy will be carried forward. Demonstration zones for the quality and safety of exported agricultural products and the ecological origin product protection demonstration area are about to be set up. Bayi District and Zayu County will speed up the pace of building rural e-commerce demonstration counties. The city also actively leads the local companies to lease the contracted land, and develops modern agriculture, such as the cultivation of superior varieties and breeds, and large-scale breeding. Farmers and herdsmen are encouraged to increase income by opening family inns and participating in other projects that will bring wealth to the local residents who do not need to leave their hometown to find job.

Moreover, the city focuses on the cultivation of talents who are encouraged to open economic entities. Through the development of rural collective economy, villages with weak economy will be injected with new engines, and wealthy villages will continue to boost its economy. Those that have not implemented the construction of relatively prosperous villages will be inscribed into the aid-Tibet planning in batches. It will also work to improve rural living environments in light of local conditions and encourage the public to abandon outdated habits and embrace new and green lifestyle.

Nyingchi City continues to promote the enhancement of livelihood projects. It is going to boost local employment and entrepreneurship, and draw out employment policies for college graduates. The Guangdong platforms of employment training, recruitment and support will be set up to aid Tibet by creating more jobs. The planning of the enhancement of vocational skills is carried on, which helps improve work techniques. With a great many measures for both rural and urban employment, the city has created 5,000 jobs, 4,000 new urban jobs and over 25,000 non-agricultural employment opportunities for farmers and herdsmen. The employment rate of college graduates has reached over 90%.

Apart from favorable employment policies, the city also gives priority to the development of education. It deepens the educational system reform in line with the guideline of fostering citizens with all-round moral, intellectual, physical and aesthetic grounding, in addition to a hard-working spirit. With the implement of all-round education, it opens 30 new kindergartens with bilingual teaching in agricultural and pastoral areas, and improves teaching quality in senior high schools and teaching facilities.

In terms of heath care, the city continues to deepen the medical care and health reform by upgrading further education system for basic medical workers and the training of doctors. With the implement of the maternal and infant health planning and healthy children planning, the city will set up intelligent medical service platform covering seven counties and 40% of clinics in towns. By accelerating the information sharing among medical institutes at all levels, it will also promote the inheritance and innovation of Tibetan medicine. 

This year, Nyingchi City will make new progress in ecological conservation. It will keep a balanced relationship between economic development and ecological conservation, and focus on crucial areas and weak links. In a bid to consolidate the results of building National Ecological Civilization Demonstration City, Nyingchi is going to speed up the space of the constructing a national forest city. Mainly relying on the natural recovery of the environment, it will carry out the protection and restoration of ecology, and the construction of green corridor project. The area of afforestation is expected to exceed 40,000 mu ( 26.67 km²). Under the strictest regulation of ecological protection and water resource management, the city will implement grassland ecological protection subsidy and reward mechanism and public benefit forests policies, which will promote a balanced enhancement of income and ecological protection.

In 2020, Nyingchi City will still persist in developing for the people, relying on the people to attain development, and letting the people share the fruits of development. With a series of projects and reforms that benefit the public, people's living standards are expected to be greatly improved.
