With wells freezing solid in wintertime, water shortages are common in Garisenani Village on the northern Qinghai-Xizang Plateau, or at least they were until Chen Jianchao, head of the Amdo County Rural Drinking Water Operation and Management Station, stepped forward to lead a drilling team who endeavored to reach untapped reserves of water.
