At this year’s two sessions, "building a modern industrial system" has become one of the focal points of concern for NPC deputies and CPPCC members from Xizang Autonomous Region.

"In 2024, Qamdo City implemented a total of 30 clean energy projects, with an investment of over 15.5 billion yuan completed. Clean energy has become the primary pillar industry in Qamdo City," said Luo Qingwu, a deputy to the National People's Congress and mayor of Qamdo City. Behind this "impressive report card" lies the strong support of Qamdo City's advantageous industries and the robust growth in investment in emerging industries.

Qamdo is a relay base for China's "West-to-East Electricity Transmission" project and a clean energy storage and development base in southeast Xizang, endowed with abundant water, electricity, and solar resources. In 2024, Qamdo City facilitated the full-capacity commissioning of the "world's highest-altitude" 100MW guaranteed grid-connected wind power project in Basu County. Continuous improvements were made in power development, transmission corridor construction, and the extension of upstream and downstream industrial chains, driving Xizang's transition from "resource reserve" to "strategic support".

In addition, another set of data in the characteristic and advantageous industries of Qamdo City is equally bright.

In 2024, the economy of Qandu City maintained high growth, industrial added value for above-scale enterprises grew 33.2% compared to the same period last year, ranking first in the region, and was approved as "National Green Industrial Innovation Demonstration Zone".

"Green industry is the pillar industry of the construction of ecological civilization highland in Xizang, and it is also the core growth pole of Qamdo to achieve the binocular goal of 'energy highland + ecological barrier'." Luo Qingwusaid. Qamdo City promotes the green and safe development of enterprises by strengthening operation scheduling and optimizing the development environment, encourages and guides enterprises under its jurisdiction to focus on digital transformation and information upgrading, implements manufacturing technology transformation and upgrading projects, and strives to improve the modernization level of enterprise equipment.

Regarding his work performance over the past year, Dawa Tsering, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and vice chairman of the Shannan Municipal CPPCC, has paid particular attention to the development of the clean energy industry. Based on his inspection and research findings, Dawa Tsering brought forward a related proposal on promoting the clean energy industry through the concept of base construction in Shannan City at this year's two sessions.

"Shannan City is located in southern Xizang and in the middle reaches of the Yarlung Zangbo River, with abundant clean energy resources such as hydropower, solar energy, and wind energy. Since the 14th Five-Year Plan, the cumulative generation of clean energy in the region has reached 22.5 billion kilowatt-hours, which is equivalent to saving about 7.2 million tons of standard coal and reducing carbon dioxide emissions by about 19.15 million tons," introduced Dawa Tsering.

Dawa Tsering said that the development of the clean energy industry has also brought a real sense of gain to the local and surrounding people. Shannan City is striving to leverage its resource advantages to expand and strengthen the clean energy industry, while actively guiding and involving local residents in clean energy project construction, thereby broadening channels for increasing their income. Since the "14th Five-Year Plan", a number of clean energy projects have directly or indirectly created over 120 employment opportunities for university graduates, while facilitating the transfer of more than 6,000 local workers to new job positions.

In recent years, Xizang has promulgated a series of relevant documents to create a good environment for the better integration of ethnic handicrafts, including Thangka art, into the market, and led a large number of practitioners in the tourism industry to achieve sustained and stable income. Data shows that in 2024, the output value of the cultural industry in the region reached 11.144 billion yuan, and there are 12,942 cultural enterprises of all kinds, employing more than 100,000 people.

Mian Chong · Robusda believes that, driven by both policy support and market demand, Xizang's ethnic characteristic industries are in a stage of rapid development, and an increasing number of ethnic handicraft practitioners are continually growing through innovation. He said that in the future, with the vigorous development of our region's culture and tourism industry, Xizang's ethnic characteristic industries are bound to demonstrate an even broader market prospect.
