What the people care about is what the Government Work Report prioritizes. From "strengthening the people's livelihood orientation of macro policies" to "enhancing efforts to safeguard and improve people's livelihood, and boosting social governance efficiency," this year's report underscores the principle of "people's livelihood as the top priority."

Deputies to the National People's Congress (NPC) and members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) from China's Xizang Autonomous Region unanimously believe that the people's livelihood content in the report fully embodies the people-centered development philosophy and responds to the expectations of the people.

"The report includes 'carrying out post-earthquake recovery and reconstruction in Xigaze's Dingri County, China's Xizang, and improving the earthquake resistance of houses and infrastructure in key areas' as a key task, which provides strong policy support for our efforts in people's livelihood work, especially in post-disaster recovery and reconstruction," said Wang Fanghong, NPC deputy and mayor of Xigaze City.

On March 6, during the group meeting of deputies from Xizang delegation at the third session of the 14th NPC,  Wang Fanghong, in response to a reporter's question, said, "Xigaze spares no efforts to advance all tasks related to post-disaster recovery and reconstruction in the affected areas."

"On March 5, schools in the disaster areas resumed classes as scheduled along with the rest of the city," Wang Fanghong said. He emphasized that in the next step, Xigaze will accelerate the progress of post-disaster recovery and reconstruction work, including the construction of residential houses, to ensure that all farmers and herdsmen can move into safe and comfortable new homes by the end of October, thereby building a beautiful new homeland.

“The governmentwork reportsummarized the achievements made in social undertakings, particularlyin medical work, over the past year. As a member of the medical frontline, I feel very proud, especially having personally witnessed how the medical teams from other parts of Chinaassist Xizang, helping the region open up a new path and inject new impetus into the high-quality development ofhealth care industry," said Nyima, deputy to the National People's Congress and vice-president of Lhasa People's Hospital, during the deliberation of Xizang delegation at the two sessions.

The recent developments and changesat Lhasa People's Hospital vividly illustrate Nyima's profound observations. Beijing has dispatched a total of 171 experts in 10 groupingsto provide targeted support, which is a vivid microcosm of the nation’s “group-style” medicalaid toXizang and an important driving force for the development of health care industryin Xizang.

Data serves as the most powerful proof. Xizang now has 1,821 medical and health institutions with 22,000 beds.The immunization coverage rate has maintained above 90% for many consecutive years. Iodine deficiency disorders have been basically eliminated,and no new cases of Kashin-Beck disease have been reported since 2018, with all affected areas meeting the elimination standards. The prevalence of hydatid disease has significantly decreased. Moreover, free HPV vaccinations for women of childbearing ageand the implementation of child nutrition improvement projects have effectively enhanced the health conditions of women and children. Over the past decade, the average life expectancy in Xizang has increased by nearly 6 years...

The Xizang Tibetan Medicine University Mingji Tsomo worked in has established a coordinated educational system, including undergraduates, graduates, and in-service education, nurturing over 7,000 Tibetan medicine talents. At this year's two sessions, she further made suggestions on the construction of Tibetan medicine，that is, to promote the high-quality development of Tibetan medicine through inheritance and innovation. She hopes that the authorities will continue to strengthen the strategic deployment for the development and research of Tibetan medicine, elevate the discipline to a higher platform within modern scientific system, and enable Tibetan medicine to benefit the well-being of people.

“Access to medical care is not only a livelihood for people but also an indispensable foundation for the masses to aspire to a better life.”Said Tashi Dondrup, the director of Ngari Tibetan Medicine Hospital. People's livelihood is indispensable to the health work.

Xizang's Ngari Prefecture is more than 1,500 kilometers away from Lhasa. The nearest county within the jurisdiction to Shiquanhe Town, the seat of Ngari Prefecture, is over a hundred kilometers away, while the farthest county is more than 800 kilometers away. To better adapt to the actual conditions of medical and health services in remote areas, Tashi Dondrup suggested that relevant national and autonomous region authorities appropriately increase the staffing of primary medical institutions, prioritize the selection and admission of students with household registration in the Ngari region for targeted training, introduce preferential policies for border and high-altitude regions, support the development of air medical rescue services, and effectively safeguard the life and health of people in remote border areas.
