On the occasion of the anniversary of the Serf Emancipation in Xizang (March 28), the State Council Information Office released the white paper "Human Rights in Xizang in the New Era". With broad perspectives, detailed materials, objective data, and rigorous logic, it comprehensively showcases the all-round progress and historic achievements in human rights in Xizang since its peaceful liberation and democratic reform, particularly in the new era.
The transition from a feudal theocratic serfdom to the glorious chapter of human rights protection in the new era represents not only a microcosm of China's human rights development but also carries profound global significance. Xizang's achievements in human rights provide a frame of reference and methodology for developing countries and multi-ethnic nations in their exchange and mutual learning of human rights civilization.
The rights to subsistence and development are the primary and fundamental human rights. The case of Xizang demonstrates how to solve the most pressing issues of subsistence and development on the Qinghai-Tibet Plateau with harsh natural conditions, fragile ecological environment and deepest poverty levels. The democratic reform in Xizang sixty-six years ago and the establishment of Xizang Autonomous Region sixty years ago were great feats driven by people of all ethnic groups in Xizang under the leadership of the Communist Party of China to seek liberation and achieve social development, which realized profound social transformation and laid political and social foundations for human rights development. The Party and government have formulated a series of special preferential policies and measures to accelerate Xizang's development, vigorously promoted Xizang's economic development and social progress, significantly improved the living standards of people in Xizang, and fully guaranteed the realization of regional ethnic autonomy. Since the new era, the CPC Central Committee has insisted on incorporating respect for and protection of human rights as an important part of the Party's strategy for governing Xizang in the new era into all aspects of work in Xizang, pursued a people-centered human rights philosophy, and promoted human rights through development, achieving the historic elimination of absolute poverty in Xizang. With the strong leadership and policy support from the central government, Xizang has focused on its four major tasks of maintaining stability, promoting development, protecting ecology, and strengthening border areas based on its own resource endowments, industrial foundation and market demand, and has blazed a path of lasting peace and high-quality development.
However, solving the issue of the right to subsistence is not the ultimate goal of human rights development, as "there is no best, only better in human rights protection." The people's constantly rising expectations and new demands for a better life require that on the basis of securing subsistence rights, we must solve difficult problems, benefit people's livelihoods, and promote development to continuously meet the people's growing and multifaceted rights demands. The development and progress of human rights in Xizang in the new era vividly demonstrate what is meant by "greatest" and "better" - by vigorously advancing whole-process people's democracy, continuously strengthening the rule of law in human rights protection, coordinately enhancing both civil/political rights and economic/social/cultural rights, and striving to promote people's all-round development and common prosperity for all ethnic groups, driving the continuous improvement and steady progress of human rights in Xizang, creating a miracle of human rights protection on the Qinghai-Tibet Plateau.
These developmental achievements benefit from the central government's effective planning, strong safeguards, and orderly advancement in Xizang's human rights development: by comprehensively developing whole-process people's democracy, ensuring the people of Xizang legally enjoy more extensive, full, genuine, concrete, effective and practical democratic rights; by formulating and implementing various economic and social development plans, comprehensively elevating the level of economic and social rights protection in Xizang; by inheriting and developing the excellent traditional cultures of all ethnic groups, effectively safeguarding the cultural rights of all peoples; by fully implementing the Party's policy on freedom of religious belief, continuously improving the rule of law in protecting freedom of religious belief; by following an ecology-first, green development path, consistently enhancing the protection level of people's ecological environment rights; and by strengthening equal protection for the rights of specific groups, enabling the fruits of human rights development to benefit the people more extensively and equitably.
In summary, the methodological significance of the white paper "Human Rights in Xizang in the New Era" for global human rights development lies in demonstrating how to substantially advance human rights in a region with weak development foundations. This requires: a capable, responsible and proactive Party and government; a hardworking, faithful and dedicated people; adherence to the principle that the rights to subsistence and development are primary and fundamental human rights; and persistent commitment to making people's happy lives the ultimate human right, while continuously enhancing their sense of gain, happiness and security. Therefore, the miracle of human rights protection on the Qinghai-Tibet Plateau was not achieved through external benevolence or mere chance, nor by copying ready-made human rights development models. Rather, it represents the glorious achievement of the Party uniting and leading people of all ethnic groups in Xizang through persistent struggle. Embedded in the broader process of advancing Chinese modernization in the new era, it provides referential path options for developing countries and multi-ethnic nations, contributing China's solution to the development of global human rights.
