Since the implementation of the Three-Year Action Plan for enhancing the quality of care and support services for rural left-behind children and children in difficult circumstances in China's Xizang Autonomous Region, the affairs departments at all levels across the region have focused on the needs of these groups of children, and established a service framework characterized by "government guidance, departmental collaboration, and social participation," continuously improving the quality and efficiency ofthe services.
To comprehensively grasp the basic information of these children, Xizang has established a regular monthly scheduling, bottom-up survey, and screening mechanism supported by intelligent data comparison and information verification to ensure the authenticity, accuracy, and comprehensiveness. Meanwhile, relevant departments have set up dynamic information management files with "one file per child" based on the national child welfare information system.
Currently, the region has appointed 851 child supervisors and 5,210 child directors, achieving full coverage at the grassroots level. The civil affairs departments have also invited professional instructors to conduct training for these staff members.
In addition, civil affairs departments at all levels across the region have collaborated with multiple departments to integrate resources, precisely allocate care funds, and build a multi-dimensional care system combining "material assistance, psychological counseling, and growth companionship," enhancing the precision of services effectively.
