China's Xizang builds village delivery network with 98% coverage

According to the Xizang Autonomous Region Postal Administration, through the approach of "policy foundation and integrated innovation," Xizang has established a village delivery network with a 98% coverage rate. In 2024, the network facilitated the outward sales of agricultural products worth over 1.5 billion yuan (RMB), and the remote areas achieved "one-day parcel delivery" for the first time.

Xizang has incorporated the construction of rural delivery and logistics system into its revitalization strategy. The government has cumulatively invested over ten million yuan in the standardized renovation of township outlets, intelligent upgrades of village post stations, and the purchase of cold-chain equipment. Cities such an Shannan and Nyingchi have introduced 12 supporting policies, including "zero-cost land use for logistics", attracting relevant enterprises to establish six additional county-level distribution centers and 148 new township terminal outlets. Benefiting from these policy incentives, the cost of cordyceps delivery in Nagqu has decreased by 35%, and the air freight time for matsutake mushrooms in Nyingchi has been shortened from 72 hours to 24 hours. In 2024, the region shipped 1.26 million orders of products such as yak meat and Gangba sheep through the delivery network, helping herders increase their annual income by over 12,000 yuan on average.

Xizang has constructed a three-tiered logistics network including county, township, and village. In Gongbo'gyamda County of Nyingchi City, 12 special routes have been opened, enabling matsutake mushrooms, Tibetan honey, and other products to be transported to cities via passenger buses. In 2024, a cumulative 480,000 agricultural parcels were delivered, driving e-commerce sales to exceed 87 million yuan. In Lhunzhunb County, five express delivery enterprises have been integrated to form a joint distribution center, achieving same-day delivery of parcels to villages through an intelligent sorting system and reducing the package damage rate by 67%. In Thuwa Village, Nagarze County, Shannan City (at an altitude of 5,070 meters), herders have used e-commerce shopping for the first time. During the 2024 shopping festival, the village received 127 parcels through "postal-express cooperation" and shipped 36 pieces of yak milk handicrafts.

By the end of 2024, Xizang had established 4,646 village-level integrated parcel delivery service stations, handling an average of 21,000 parcels daily. It has cultivated 23 demonstration projects of "express delivery + agricultural products," creating 12,000 jobs.
