According to the Finance Department of Xizang Autonomous Region, as of May, a total of 15.7 billion yuan in fiscal funds had been allocated across the region. More than half of the 28 livelihood-related projects have been completed. Among them, 15 projects related to raising standards and 1 project related to support have been fully accomplished, while the remaining 12 projects in the categories of support and construction are progressing in accordance with the schedule, and the positive impacts of these livelihood initiatives are gradually becoming evident.

As mentioned in this year's Government Work Report, "A total of 14.8 billion yuan has been earmarked to implement 28 livelihood-related projects, aiming to continuously enhance the people's sense of gain, happiness, and security." Compared to 2024, seven more projects have been added to this year's livelihood agenda, with the total funding increased by 1.62 billion yuan. "During the implementation process, the autonomous region has allocated an additional 900 million yuan based on actual conditions to vigorously promote the implementation of these livelihood projects, ensuring that the policies benefit every individual," said Pu Jianglong, a staff member from the Budget Division of the Finance Department of Xizang Autonomous Region.

Among the 15 projects related to raising standards that have been completed, the annual per capita subsidy for Xizang's "sanbao" policy, which pays for children's school meals, lodging and tuition, has been increased by 80 yuan, reaching 5,700 yuan. The annual per capita subsidy for health check-ups for urban and rural residents has been raised by 64 yuan, with ordinary residents now receiving 164 yuan and those aged 65 and above receiving 200 yuan. The annual per capita basic pension subsidy for urban and rural residents under the basic old-age insurance scheme has been increased to 3,300 yuan from the previous 120 yuan... These improvements have enhanced the living and working conditions of Xizang residents. Students now enjoy more nutritious meals, residents have more comprehensive access to health check-ups, basic medical policies have been further optimized, and support for vulnerable groups has been strengthened. With children receiving education, the elderly being cared for, the sick receiving medical treatment, and the needy being assisted, the people's aspirations for a better life are continuously being met.

It is reported that the Finance Department of Xizang Autonomous Region will continue to optimize resource allocation and implement these 28 livelihood-related projects one by one, ensuring that "each project is fully implemented and each initiative yields tangible results," thereby injecting more warmth and strength into the high-quality development of the snowy plateau.
