To celebrate the 60th anniversary of the founding of China’s Xizang Autonomous Region, on the basis of an initial budget allocation of 14.8 billion yuan in early 2025 for implementing 28 livelihood projects, Xizang plans to add approximately 2 billion yuan to implement 10 more livelihood initiatives. These ten initiatives mainly focus on areas such as increasing residents’ incomes, elderly care and childcare, healthcare and social security. Specific measures include establishing free medical insurance for newborns, implementing childcare subsidies for ages 0-3, and providing subsidies for disadvantaged groups and people with special contributions. Since 2021, Xizang Autonomous Region has allocated over 80% of its financial resources in livelihood areas. In 2024, the region's expenditure on livelihood reached 245.5 billion yuan, accounting for 84% of total fiscal expenditure.
