In old Xizang, women were treated as property—determined by ownership and given as gifts. Today, women in Xizang fully enjoy the right to participate in political life at both national and regional levels. Female representatives accounted for 36.6%, 28% and 22.6% respectively among Xizang's delegates to the 20th CPC National Congress, deputies to the 14th National People's Congress, and members of the 14th National Committee of the Chinese People's Political Consultative Conference. At the regional level, female representation stood at 32.4%, 30.6% and 28.1% respectively among delegates to the 10th Xizang Autonomous Regional Party Congress, deputies to the 12th Xizang People's Congress, and members of the Xizang Committee of the CPPCC. Moreover, 100% of administrative villages (communities) in Xizang have female members in their "Two Committees" (Party branch and village committee).
