In 2025, the export of live animals such as goats and sheep from Xizang, China, to Nepal reached 7,222 head, marking a year-on-year increase of 7.42% and hitting a five-year high. Meanwhile, the import of silage forage from Nepal amounted to 1,104.3 tons, up by 83.58% year on year. The two-way interaction of "Tibetan sheep exported to Nepal" and "Nepalese forage imported into Xizang" not only forms a perfect closed loop for green development but also explores a new path for the coordinated advancement of rural revitalization and ecological conservation in Xizang.
Capitalizing on Xizang's resource advantages, Lhasa Customs has prioritized live animal exports as a key initiative to boost rural revitalization and prosperity in border areas. Technical experts were dispatched to pastoral regions to conduct targeted monitoring of diseases such as foot-and-mouth disease and peste des petits ruminants. They also educated farmers and herders on disease prevention and control, provided free veterinary medicines, and collaborated with local agricultural and pastoral departments to strengthen animal quarantine at the source, thereby ensuring the quality and safety of livestock products.
To facilitate smooth customs clearance for live animals, Lhasa Customs implemented measures such as "one-on-one guidance and immediate inspection upon arrival," along with services like "advance declaration and dedicated personnel on duty" during holidays, achieving "zero-delay" clearance. "Advance declaration is now very convenient. As soon as the sheep arrive at the port, they can pass through the green channel for quick clearance, effectively reducing costs for enterprises," said Wang Jinjian, head of Girong Qiteng Customs Declaration Co., Ltd.
Simultaneously, Lhasa Customs actively supported Sino-Nepalese cooperation in forage cultivation. Through tailored policy guidance under the "one product, one policy" approach, the establishment of a "dedicated window for silage forage imports," and a "green channel" for inspection, a "direct delivery to inland regions" model for forage testing was introduced. These efforts have facilitated the efficient entry of high-quality forage from Nepal into Xizang, effectively alleviating pressure on local pastures and forming a sustainable cycle of "Nepalese forage imported into Xizang and Tibetan sheep exported to Nepal."
