Over the past five years, Xizang's market regulatory system has successfully fulfilled the goals of the 14th Five-Year Plan. The business environment has continued to improve, market order has grown increasingly standardized, and the lines of defense for safety have been steadily fortified. In 2025, further progress was made across all areas: market entities flourished, the quality infrastructure was strengthened, and safeguards for people's livelihoods became more robust and compassionate.
One of the most visible changes is the continuous improvement of the business environment. At the market regulation service window of Lhasa's Administrative Approval and Citizen Services Bureau, staff patiently guide business owners through the process of changing their business licenses. "Now I can submit all the documents online and only need to visit in person once—so much faster than before," said Pasang, a self-employed business owner who had just completed his application.
A firm safety net has given the public a strong sense of benefit. Regulatory oversight has been intensified in the three key areas of food tea house and Tibetan noodle shops have been upgraded. At a long-established tea house in Lhasa, a clean and bright interior greets visitors. The kitchen area is visible through a glass window, and the walls display food operation permits and health certificates for staff. "Our kitchen used to be messy, but now it's clean and orderly. Customers feel more at ease eating here, and our business is booming," the owner said with a smile.
"The market has become much more standardized in the past five years. I once bought fruit that wasn't fresh, called 12315, and they helped mediate a refund in no time—so convenient," said Dawa Tsering, a Lhasa resident. He added that neighborhood shops are cleaner now, with clearly marked prices, making the overall shopping experience much better.
Continued regulation of the market economy has fostered a cleaner consumer environment. In 2025, 24 cases related to anti-monopoly and anti-unfair competition were investigated and handled, alongside efforts to rectify price irregularities in key areas such as medical oxygen and liquefied gas. A total of 8,976 cases involving people's livelihoods were addressed, and 87,300 consumer complaints were processed, with a mediation success rate of 72%—17 percentage points higher than the national average. The amount recovered for consumers reached 11.35 million yuan(RMB). Advertising monitoring achieved a dynamic clearance of violations. Over 30,000 data points from online trading entities were integrated into smart regulation, making online shopping more secure.
In 2025, Xizang's intellectual property innovation continued to gain momentum. The region recorded 1,539 valid invention patents and 72,463 registered trademarks. Twenty-three new geographical indication protection products were added, and the region's first national-level demonstration zone for geographical indication protection was established. Intellectual property assistance was provided to enterprises on 468 occasions, injecting fresh innovation momentum into the development of specialized local industries.
Thoughtful government services are giving enterprises greater confidence. At the workshop of a Tibetan incense company, workers follow standardized procedures to produce incense, while a detailed quality control manual hangs on the wall. "Last year, market regulators came to help us improve our quality standards and also assisted us in applying for intellectual property protection. Now our products enjoy a stronger reputation—they sell well not only locally but also beyond Xizang," the company representative explained.
Walking through the streets and alleyways of Lhasa, the changes brought about by market regulation are everywhere to be seen—from neat and orderly farmers' markets to shops with clearly marked prices, from streamlined government service counters to standardized production workshops of specialty enterprises. Whether it is the genuine reassurance of "buying with confidence, eating with peace of mind" expressed by consumers, or the heartfelt praise of "caring policies and effortless procedures" from business owners, all bear witness to the close link between market regulation and public well-being.
The impressive data of 2025 stands as a solid testament to past achievements. The priority tasks of 2026 provide a clear blueprint for future development. Market regulation never stops, and improving people's livelihoods is an endless pursuit. With the effective implementation of these measures, Xizang's market environment will become fairer and more orderly, market entities will be more dynamic, and the public's sense of gain, happiness, and security will continue to grow. Every transaction on the highland will be more secure, and every business endeavor will carry greater promise.
