Fourth Session of the 12th People's Congress of the Xizang Autonomous Region receives total of 424 deputies' proposals

According to the handover meeting for deputies' proposals of the People's Congressof the Xizang Autonomous Region, the Fourth Session of the 12th People's Congress of the Xizang Autonomous Region received a total of 424 proposals from deputies and 335 comments made during deliberation speeches.

Analyzed by content focus, the proposals centered on the "Four Major Tasks" and the "Four Key Initiatives," actively promoting a strong start to the "15th Five-Year Plan." Specifically: 44 proposals (10.4% of the total) focused on stability, addressing areas such as strengthening grassroots governance, maintaining social harmony and stability, and advancing democratic and legal system development. A significant 315 proposals (74.3%) focused on development, covering aspects like fostering new quality productive forces, increasing investment, improving livelihoods, solidifying foundations, and promoting high-quality development. 36 proposals (8.5%) focused on ecology, concentrating on reinforcing the national ecological security barrier and building a national ecological civilization highland. 29 proposals (6.8%) focused on border consolidation, addressing the promotion of border area development and the reinforcement and revitalization of border regions.

From an industry perspective, the proposals were categorized as follows: 44 related to political and legal affairs; 94 to finance and planning; 49 to agriculture, animal husbandry, forestry, and water resources; 98 to industry and transportation; 75 to science, education, culture, and health; and 64 to labor and personnel matters.

Additionally, deputies and non-voting attendees raised 335 comments on relevant work during the deliberation of various bills and reports. These figures exclude content already covered in proposals submitted according to legal procedures and suggestions for modifying the reports themselves. These comments included 25 directed at the Party-mass system, 19 concerning the work of the People's Congress, 270 related to government work, 12 pertaining to court work, and 9 concerning procuratorial work.

It is understood that the proposals submitted to the Fourth Session of the 12th Xizang Autonomous Region People's Congress exhibit the following characteristics: High Political Standing. Deputies grounded in Xizang's reality, effectively integrated the "Party Committee and Government's objectives" with the "people's aspirations," contributing to Xizang's long-term stability and high-quality development. Broad Scope.The proposals centered on the "Four Major Tasks" and the "Four Key Initiatives," covering various sectors across the region. Notably in economic and social development, proposals addressed areas such as high-quality development of clean energy and specialized industries, the digital economy, integrated cultural and tourism development, high-quality advancement of science, technology, and education, and improvement of infrastructure and livelihoods. This fully reflects the actual development situations across different areas and the thoughts and expectations of the people, demonstrating the deputies' new aspirations for the region's enduring stability and high-quality growth. High Quality. Compared to previous years, this year's proposal work achieved a new breakthrough, evident not only in quantity but also, more importantly, in the quality of the proposals. Many deputies, grounded in their respective roles and leveraging their professional expertise, conducted in-depth research and investigation before the session. Adhering to the requirement of "high-quality content," they put forward proposals that were well-founded, analytical, solution-oriented, and closely aligned with practical realities. The pertinence and operability of the proposals were significantly enhanced. Widespread Deputy Participation. A total of 371 deputies attended the Fourth Session of the 12th Autonomous Region People's Congress, among whom 218 submitted proposals either individually or jointly, accounting for 58.8% of the attending deputies.

"In the next steps, we will solidly advance the handling, supervision, and evaluation of deputies' proposals, continuously improving the effectiveness of proposal management. This will contribute deputies' strength to ensuring a strong start to the '15th Five-Year Plan' and building a modern socialist new Xizang," stated Wang Dewen, Director of the Deputies' Work Committee of the Autonomous Region People's Congress Standing Committee.
