Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to the work in Xizang, identifying four major tasks for the region: maintaining stability, promoting development, protecting the ecological environment, and strengthening border areas. It has formulated and continuously enriched the CPC’s strategy for governing Xizang in the new era, pointing out the way forward and providing fundamental guidance for promoting long-term peace and stability and high-quality development in Xizang, as well as building a new socialist modern Xizang. The CPC Xizang Autonomous Regional Committee has profoundly understood the decisive significance of the "Two Establishments," strengthened the "Four Consciousness," firmly upheld the "Four Self-Confidences," and ensured the "Two Upholdings." It has conscientiously implemented the spirit of the 20th CPC National Congress and all previous plenary sessions of the 20th CPC Central Committee, comprehensively implemented General Secretary Xi Jinping's important instructions on the work in Xizang and the CPC’s strategy for governing Xizang in the new era, and adhered to the guiding principles of General Secretary Xi Jinping's important speech during his inspection of Xizang to oversee the overall economic and social development of the region. It has coordinated the implementation of the four major tasks of "maintaining stability, promoting development, protecting the ecological environment, and strengthening border areas," and strived to achieve continuous new progress in the economic and social development of Xizang.

We have unwaveringly consolidated a united and stable political and social situation, laying a solid foundation for long-term peace and stability. General Secretary Xi Jinping has emphasized that to govern, stabilize, and prosper Xizang, it is first necessary to maintain political stability, social harmony, ethnic unity, and religious harmony in the region. We have firmly established a holistic approach to national security, remained vigilant at all times, and integrated the work of maintaining social stability into daily routines through scientific mechanisms and a normalized, law-based approach, ensuring implementation at the grassroots level. The overall social situation has remained continuously harmonious and stable, with the public's sense of security and satisfaction exceeding 99%. We have persisted in strengthening the foundation of social governance, adhering to systematic, law-based, comprehensive, and source-based governance, strengthening Party building as a guide, enhancing the overall prevention and control system and capacity for social security, and continuously improving the modernization of the social governance system and capacity. We have made solid progress in building a Chinese national community, continuously carried out the creation of a national model area for ethnic unity and progress, and conducted in-depth education on forging a strong sense of community for the Chinese nation, thereby continuously enhancing the "five identifications" among people of all ethnic groups. We have actively promoted two-way economic, cultural, and personnel exchanges between Xizang and relevant provinces. In 2025, more than 50,000 people from various ethnic groups in the region were organized to visit and study outside the region, and over 3,700 college graduates found employment or started businesses outside the region. We have fully implemented the Party's basic policy on religious work, regularly advanced education on the "awareness of the state, citizenship, and the rule of law," continuously improved the system for governing religious affairs, enhanced the level of law-based governance of religion, and facilitated the increasing adaptation of Tibetan Buddhism to socialist society.

We have fully, accurately, and comprehensively implemented the new development philosophy, promoting high-quality economic development on the plateau in line with local conditions. Development in Xizang is not merely an economic issue but a dialectical unity of political, economic, social, and livelihood issues. We have adhered to the overarching requirement that "all development should embody the significance of promoting ethnic unity and progress, safeguarding unity and opposing separatism, improving people's livelihood and rallying people's support, and should be conducive to enhancing the sense of gain, happiness, and security among people of all ethnic groups" throughout economic and social development, striving to promote high-quality economic and social development. The Xizang economy has maintained a good momentum of development, with the growth rates of major economic indicators ranking among the top in the country for several consecutive years. In 2025, the region's GDP increased by 7%, fixed-asset investment by 17.2%, general public budget revenue by 14.7%, and per capita disposable income of urban and rural residents by 6% and 7.4%, respectively. We have provided services and support for the implementation of major national projects, with the commencement of construction on the lower Yarlung Zangbo hydropower project, accelerated progress on the entire Sichuan-Xizang Railway line, and orderly advancement of the protection and renovation project of the Lhasa Barkhor Ancient City. The supporting role of major projects in economic development has become increasingly prominent. Based on Xizang's resource endowments, we have focused on developing industries with plateau characteristics and advantages, accelerated the development of characteristic agriculture and animal husbandry, plateau light industry, green mining, Tibetan medicine, resource processing industries, and promoted the development of modern service industries such as cultural tourism and border trade logistics, continuously optimizing the industrial structure. We have actively developed new quality productive forces, optimized and upgraded traditional industries, actively cultivated and developed emerging industries such as clean energy, the digital economy, and the low-altitude economy, and promoted industrial quality improvement and upgrading. Focusing on institutional and mechanistic obstacles that constrain high-quality development, we have coordinated deep-level reforms and high-level opening up, served and integrated into the new development paradigm, continuously enhancing development momentum and social vitality.

We have persisted in improving people's livelihood and rallying people's support, continuously consolidating the Party's governing foundation in Xizang. The support of the people is the greatest politics. We have adhered to a people-centered development philosophy, treated the small matters concerning the people as major issues for the Party committee and government, and deeply implemented the "Ten Major Livelihood Projects," addressing employment, education, healthcare, social security, and other livelihood issues with care, dedication, and effort. The employment rate of fresh college graduates has exceeded 95%. Basic medical insurance for employees and urban and rural residents in the region has achieved provincial-level pooling, and top-tier hospitals have achieved full coverage across seven prefectures (cities). We have built 1,000 beautiful villages on the plateau, with all townships and over 90% of administrative villages having access to paved roads. We have steadily advanced urban and rural heating and oxygen supply projects, achieving full coverage of heating in townships and agricultural and pastoral areas above 5,000 meters above sea level across the region. We have continued to consolidate and expand the achievements of poverty alleviation, with the income growth rate of farmers and herders in poverty-stricken areas consistently higher than the regional average for farmers and herders. We have scientifically, efficiently, and orderly carried out earthquake relief and recovery and reconstruction work in Dingri, achieving the goal of "resettling affected people in the same year of the disaster" in the earthquake-stricken areas characterized by high-altitude hypoxia, shortage of building materials, and weak construction forces.

We have prioritized ecological protection, striving to build a national ecological civilization highland. Xizang is an important national ecological security barrier, with its greatest value, responsibility, and potential lying in ecological conservation. We have deeply implemented Xi Jinping Thought on Ecological Civilization, firmly established and practiced the "Two Mountains" concept, thoroughly implemented the Ecological Protection Law of the People's Republic of China on the Qinghai-Xizang Plateau, and coordinated efforts to reduce carbon emissions, control pollution, expand greenery, and promote growth, continuously strengthening the national ecological security barrier. We have continued to fight battles to defend the blue skies, clear waters, and clean lands, making Xizang's skies bluer, waters clearer, mountains greener, and the environment more beautiful. The proportion of days with good air quality in the region has remained above 99%, and the proportion of excellent water quality in major rivers and lakes has reached 100%. We have scientifically carried out national land greening actions, solidly advanced the greening project of the northern and southern mountains, completed afforestation on over 1.1 million mu of land, driven the people to increase their income by more than 3.1 billion yuan, and increased the forest coverage rate and comprehensive vegetation coverage of grasslands to 12.54% and 50%, respectively. We have adhered to the principles of benefiting, serving, and enriching the people through ecological conservation, implemented the national ecological comprehensive compensation mechanism, provided over 400,000 ecological positions, and achieved a positive interaction between ecological protection and increasing people's income.

We have emphasized both border consolidation and development, accelerating the construction of border areas. The border areas of Xizang are the first line of defense for national security and the frontline for safeguarding national sovereignty and territorial integrity. We have resolutely shouldered the political responsibility of defending China's southwestern border, thoroughly implemented the regulations on creating a demonstration area for consolidating borders, developing border areas, and enriching the people in the autonomous region, and coordinated efforts to advance border defense construction and economic and social development in border areas. We have vigorously promoted the construction of central towns for developing border areas and enriching the people, strengthened infrastructure construction such as roads and airports, and continuously improved basic public services. We have actively developed border industries, helped border residents improve their production and living conditions, and addressed their concerns, enabling border residents to become wealthier, live better lives, and strengthen their awareness of patriotism and border defense, striving to be guardians of the sacred homeland and builders of a happy homeland. We have intensified efforts to build smart border defenses, strengthened the joint efforts of Party committees, governments, the military, police, and the people to reinforce border defenses, and resolutely safeguarded the country's core interests.

We have established and practiced a correct view of political achievements, providing a strong guarantee for building a new socialist modern Xizang. Governing the country must first govern the Party, and only a strong Party can lead to a strong country. We have thoroughly implemented General Secretary Xi Jinping's important thoughts on Party building and self-revolution, especially his important expositions on establishing and practicing a correct view of political achievements, educated and guided cadres to firmly establish and practice a correct view of political achievements, and promoted the in-depth and practical implementation of strict Party governance and discipline. We have adhered to the standards for good cadres in the new era and the political requirements for cadres in ethnic regions to be "four especially" (especially loyal, especially clean, especially responsible, and especially capable of shouldering heavy responsibilities), firmly established a clear orientation for employing cadres based on their abilities and evaluating them based on their performance, promoted the normalization of the promotion and demotion of leading cadres, vigorously selected cadres who dare to take responsibility, are brave in undertaking tasks, are adept at taking action, and have outstanding performance, providing opportunities and stages for cadres who want to, can, and have accomplished things. We have promoted the normalization and long-term effectiveness of work style construction, persevered in implementing the spirit of the Central Party Leadership's eight-point decision on improving work conduct, continuously carried out work to improve work styles and ensure implementation, and resolutely eradicated formalism and bureaucracy. We have firmly established the idea that there is no exception in combating corruption, punished corruption with a "zero-tolerance" attitude, deepened the simultaneous investigation and treatment of misconduct and corruption, intensified the centralized rectification of misconduct and corruption around the people, and continuously consolidated a clean and upright political ecosystem.

2026 marks the beginning of the 15th Five-Year Plan period, and ensuring a good start and solid progress in economic and social development is a major task we face. We must unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core, adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, profoundly understand the decisive significance of the "Two Establishments," strengthen the "Four Consciousness," firmly uphold the "Four Self-Confidences," and ensure the "Two Upholdings." We must remain confident, forge ahead with determination, persistently coordinate the implementation of the "four major tasks," continuously promote long-term peace and stability and high-quality development in Xizang, and strive to build a new socialist modern Xizang.
