Xizang has always prioritized the "small yet beautiful" livelihood projects that people can see, touch and use in their daily lives, translating the "livelihood checklist" into a "happiness ranking list" for people of all ethnic groups through solid work and a strong sense of responsibility.
To address the long-standing "difficulty in taking baths" faced by farmers and herdsmen, as well as the widespread "difficulty in getting meals" for grassroots officials and village-based work teams, Xizang has launched a concentrated renovation and upgrading project for small public bathhouses and small kitchens in administrative villages. Xizang adheres to the principle of going deep into the field and visiting the masses, comprehensively investigating the current status of water, electricity and infrastructure in all villages (communities), fully soliciting opinions from local officials and representatives of the masses, formulating renovation plans and establishing responsibility lists. At the same time, it follows the "one village, one policy" principle, adopting three renovation methods: optimization, refurbishment and reconstruction. It carries out "check-up-style" optimization for places with sound foundations, implements "targeted" improvement for sites with weak facilities, and conducts "reconstruction-style" transformation for a small number of areas with poor conditions.
Winter heating is a basic livelihood demand for people on the plateau. Xizang continues to explore the use of clean energy for heating and steadily promotes the transformation of heating methods. In Nagqu City, where the average altitude is above 4,500 meters, the local authorities leverage their resource advantages to develop clean energy heating in line with local conditions, reducing the annual consumption of standard coal by about 70,000 tons and carbon dioxide emissions by 180,000 tons, achieving a win-win outcome for livelihood security and ecological protection.
In response to the shortage of domestic hot water in winter, which has long exposed residents to cold water and made them prone to plateau rheumatism, Xizang has explored the dual-supply model of "heating + domestic hot water", realizing two functions with one set of equipment and effectively improving resource utilization efficiency. In Lhunze County, Shannan City, the heating project keeps the indoor temperature stably above 18 degrees Celsius, and residents can access hot water 24 hours a day. According to statistics, up to now, heating facilities have been built in the urban areas of Lhasa, Nagqu, Xigaze and Ngari, as well as 36 counties, 178 townships, and agricultural and pastoral areas above 5,000 meters above sea level, covering a heating area of 34 million square meters, benefiting about 900,000 people with safe and convenient heating.
In addition, all prefectures and cities in Xizang continue to focus on livelihood initiatives to benefit the people. Since the beginning of this year, Xigaze City has formulated practical work plans around the 34 livelihood projects deeply implemented in Xizang, making every effort to ensure the implementation and effectiveness of all tasks.
Going forward, Xizang will maintain its existing standards, intensity and momentum, further integrate investigation, rectification and improvement, shore up weak links, consolidate and upgrade achievements, and promote the regular and long-term implementation of the correct view on political performance.
