On August 3, a press conference was held to release the 2025 eco-environmental quality report for Lhasa. The data shows that Lhasa's environmental quality remained among the best in the country.

In 2025, Lhasa's air quality met the National Grade II standard, with 99.7% of days recording good or excellent air quality, ranking second among 168 key cities nationwide. Surface water quality remained excellent, with all five national monitoring sections and 12 centralized drinking water sources at or above county level meeting Class III standards for surface or groundwater. Groundwater quality remained generally good, and the urban water system continued to show positive trends. Soil environmental quality remained safe and stable overall, with safe utilization of construction land effectively guaranteed. Daytime ambient noise and traffic noise intensity were both rated at Level I. Radiation environmental quality remained generally sound, with all indicators within normal ranges.

The year 2025 marked a milestone for Lhasa's ecological brand building. In July, Lhasa was officially accredited as an "International Wetland City" at the 15th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands in Zimbabwe, becoming the first city in Xizang to receive this honor. Later that year, Quxu County was named a 2025 "Lucid Waters and Lush Mountains Are Invaluable Assets" Practice and Innovation Base by the Ministry of Ecology and Environment. Lhasa was also rated as a 4A-level "Zero-Waste City" in the autonomous region, having established 212 "zero-waste cells," and the region's first "Zero-Waste City" science education base was established in the Quxu Vein Industrial Park. These three significant ecological honors attest to Lhasa's leap from concept to practice in achieving "high-value ecology."

In balancing ecological protection with economic development, Lhasa consistently adhered to a strategy of empowering high-quality development through high-level ecological protection, ensuring that both protection and development were pursued simultaneously without conflict. Lhasa deepened reforms to streamline administration and optimize government services, reducing the environmental impact assessment approval time by 60%. Over the course of the year, 114 project EIA approvals and 95 pollution discharge permit applications were processed, fully supporting the implementation of key projects. Strict oversight was enforced through the "double random, one open" supervision mechanism and flexible, reasoned law enforcement. Comprehensive management of solid and hazardous waste was strengthened, and high-energy, high-pollution projects were strictly controlled to safeguard ecological security from the source. Issues identified through central and autonomous region environmental inspections and the "Green Shield" special campaign were systematically addressed. Environmental complaints from the public were handled efficiently, with a 100% case closure rate, ensuring that residents truly felt the benefits, well-being, and security of a healthy environment.

In addition, in 2025, Lhasa distributed 46.4607 million yuan in subsidies to 12,612 ecological position holders through the "One-Card" system. A total of 18 online and offline promotional events and public open days were organized around various environmental themes, encouraging broad public participation in ecological protection.
