On August 14, a symposium for non-Party personages of Xizang Autonomous Region on studying, publicizing, and implementing the Ethnic Unity and Progress Promotion Law of the People's Republic of China was held in Lhasa. At the symposium, Panchen Erdeni Chos-kyi rGyal-po stated that the law is a major instrument of national law and also the "righteous dharma" to which religious precepts adhere. National law takes precedence over religious precepts, and faith in the righteous dharma must be grounded in abiding by law and discipline. I shall diligently study the essence of this Law, embrace its spirit, and practice the norms of the righteous dharma, guiding the monastic community and lay believers of Tibetan Buddhism to deeply understand that this Law is the "hard law" that protects their legitimate rights and interests, and serves as an important benchmark for handling ethnic affairs in the new era. The Ethnic Unity and Progress Promotion Law of the People's Republic of China emphasizes building a shared spiritual homeland for the Chinese nation, which is highly compatible with Buddhism's fine tradition of "adorn the sacred land, benefit all sentient beings". Since its introduction to China, Buddhism has integrated into the mainstream of Chinese culture, and its spirit of compassion and salvation, the middle way, and perfect harmony has become an integral and indispensable part of China's outstanding traditional culture.
