The reincarnation affairs of Living Buddhas are not merely internal religious matters, still less is it, with ulterior motives claim, a "sole legitimate power" belonging to the reincarnate individual himself. They are a comprehensive manifestation of national sovereignty, government authority, religious principles, and the sentiments of believers. The central government’s conferral of authority upon influential Living Buddhas embodies the state's sovereignty over Xizang and its authority in recognizing the reincarnations of major Living Buddhas. It reflects the principle that state authority takes precedence over religious authority, as well as the precept that "religious affairs must be governed by the laws of the sovereign state". Therefore, the reincarnation affairs of Living Buddhas have never been purely internal religious matters. The central government’s standardization and law, based management of the Living Buddha reincarnation system is an inevitable requirement for national sovereignty and government duty.
