High-altitude safe housing warms people's hearts, rural revitalization boostsincomes

In August, the river valley of Maizhokunggar County, LhasaCity,presentsa picturesqueplateau landscape- stretches of rapeseed flowers in full bloom spread out like an endless golden ocean; vast fields of highland barley roll gently like soft green carpets across the plateau. Nestled among the interweaving golden and emerald hues, brand-new Tibetan-style residential houses are scattered in orderly fashion.

In the spring of 2025, Maizhokunggar County, guided by the dual goals of ensuring housing safety in plateau agricultural and pastoral areas and increasing residents' incomes, focused on three core issues- the financial burden of housing renovation, earthquake resistance quality, and long-term maintenance. It innovatively launched the "Spring Breeze" initiative for rural housing quality improvement, establishing a tripartite work system of "policy subsidy guidance, targeted project implementation, and diversified income channel expansion," forging a new integrated development path of "quality housing and diversified income growth."

This is not merely a transformation of living conditions, but a livelihood initiative. A picturesque vision of rural revitalization- livable,prosperous, and harmonious- is slowly unfolding across the "Land of the Sky" at an elevation of over 4,000 meters.

Targeted policy-making: Delivering policy dividends directly to resolve housing difficulties

On a quiet morning in Zho Village, Tangka Town, warm sunlight bathes every courtyard. In recent years, the life of villager Puquzhen's family has been busy and fulfilling. Looking at their somewhat dilapidated earth-and-stone old house, and watching their two sons grow up day by day, the couple- having saved some money- had long been planning to tear down the old house and build a new one, both to improve the safety of their home and to provide a more comfortable life for the family. Yet they always harbored concerns- worried that they might not control the construction quality well enough, that the foundation might not be sturdy enough, and that their savings might not be sufficient.

Just at that moment, like a spring breeze, the "Spring Breeze" rural housing quality improvement initiative was launched.

Before implementing the initiative, Maizhokunggar County organized eight special survey teams to conduct door-to-door visits across all villages and communities,thoroughly collecting basic informationonfarmers' housing conditions, willingness to renovate, and family difficulties. This provided solid data support for differentiated policy formulation and targeted renovation implementation, ensuring precision in the work.

"Based on thorough research, we issued the 'Implementation Plan for the 2025-2027 Spring Breeze Rural Housing Quality Improvement Initiative of Maizhokunggar County,' establishing the overall approach of 'category-based measures, targeted subsidies, demonstration-led, and overall advancement.' We built a three-tier responsibility chain of 'county-level coordination, township-level implementation, and village-level execution,' forming a countywide pattern of coordinated management and joint promotion," said Awang Jinmei, director of the Maizhokunggar County Housing and Urban-Rural Development Bureau.

Maizhokunggar County implemented tiered and categorized subsidies to deliver policy benefits directly to farming and pastoral households. It innovatively established a differentiated subsidy system, providing full subsidies to six categories of special hardship groups including households at risk of returning to poverty and low-income households. It also set tiered subsidy standards based on the county's elevation gradients, and offered matching fully subsidized interest loans for up to five years.

With these policy benefits, Puquzhen's family was overjoyed. They stayed up late that night to discuss their building plans online with their two sons who were studying away from home. With a subsidized loan of over 70,000 yuan (RMB) plus their own savings, and in accordance with the construction implementation plan and the family's wishes, construction of Puquzhen's new safe home proceeded smoothly.

After completion, the new house was fully equipped with all amenities: a tidy kitchen and sanitary toilet, separate bedrooms for each of the two sons as they had longed for; a 75-square-meter living room that is bright and spacious, with wooden flooring throughout, solid wood furniture, and exquisite painted ceiling decorations. At night, when the two crystal chandeliers in the living room are lit, the entire house radiates warmth and coziness.

In the front yard, the family planted fruit trees and sowed grass seeds, waiting patiently for vegetation to grow and flowers to bloom. Before the Tibetan New Year this year, they held a housewarming ceremony at home, with many villagers coming to offer congratulations. The family was filled with joy.

"The differentiated subsidy system has significantly reduced the cost of house building and renovation for the masses. In 2025, a total of 1,807 farming and pastoral households completed housing renovations, with cumulative renovation subsidies amounting to 259 million yuan (RMB)," said Sonam Chodron, deputy director of the Maizhokunggar County Housing and Urban-Rural Development Bureau.

Full-chainguarantee: Craftsmanship ensures quality, sustaining the warmth of livelihood

"New houses must not only be built quickly, but more importantly, built solidly and durably. This is the core philosophy of Maizhokunggar County's housing improvement drive," said Sonam Chodron.

"The old house we used to live in was damp and dark, and we always worried about safety on rainy or snowy days. Now the county has helped us build a new house, and we moved into a frame-structured home without spending much money at all," said Tashi, a villager from Menba Town, echoing the common sentiment of the farming and pastoral population.

"The county not only helped us build the new house but also provides regular maintenance services. We feel very secure living here," said Dawa, a villager from Gongkar Town who has already moved into his new home.

During the implementation of the "Spring Breeze" initiative, the county strictly enforced seismic construction standards of 8-degree fortification intensity,implementeda "one-household, one-design" customized blueprint system, and rigorously screened and approved construction teams.It detailed 19 key node acceptance processes for housing construction, conducted regular on-site inspections and supervision, and enforced rectification within set deadlines. This established a full-chain quality control system from design and construction to completion acceptance, ensuring that all renovated houses meet seismic standards and quality requirements.

At the same time, the county established standardized electronic files for all renovated houses, preserving complete documentation from design, construction, to acceptance. This enables full traceability of housing quality and post-construction maintenance, forming a closed-loop management mechanism of "digital housing files + routine maintenance services" to continuously safeguard the long-term safety of residents' homes.

From the initial full-coverage household surveys, to the mid-stage precise approval and quality control, to the later-stage dedicated archives and post-construction support, Maizhokunggar County has used craftsmanship to protect people's livelihoods and details to convey warmth- making every new house a "safe haven" that carries the happy lives of farming and pastoral families.

Industrial linkage: Win-win in housing and income, activating revitalization momentum

Housing renovation is not only a livelihood project for "quality living," but also an engine for increasing the incomes of farming and pastoral households. Using the "Spring Breeze" initiative as a link, Maizhokunggar County has opened up three income pathways- "employment, equipment rental, and industry"- building a dual-driven development model of "safe housing + income growth."

Jinmei, a villager from Gongkar Town, moved into a spacious new home covering 240 square meters. He is always full of joy and praise whenever talking about his new house. During construction, he specifically hired a locally renowned professional construction team and purchased all solid wood furniture from a furniture market. What made him even happier was that during other villagers' house-building projects, he earned over 50,000 yuan (RMB) in cash last year through transport services, while his wife Dawa Drolma worked as a casual laborer.

According to statistics, in 2025, the "Spring Breeze" initiative projects cumulatively generated 6.6582 million yuan in labor income for local residents, with total machinery rental income reaching 20.2976 million yuan (RMB) across the county. It also drove 1.96 million yuan (RMB) in revenue for local building materials industries, with various local business entities achieving comprehensive additional income exceeding 33.7 million yuan (RMB) - realizing mutual reinforcement between project construction and household income growth.

These income pathways, like warm currents, have enabled farming and pastoral households to increase their incomes while improving their living conditions. Their enthusiasm for participating in rural construction has grown steadily, injecting sustained momentum into rural revitalization.

This year, Maizhokunggar County plans to complete quality housing improvement and renovation for 1,879 farming and pastoral households, with an estimated total income increase of over 33.5 million yuan(RMB) for county residents through diversified channels including employment, equipment rental, and building material procurement.

With homes ever renewed and lives ever warmer, the farming and pastoral people of this land are striding toward an increasingly prosperous and beautiful new life.
