On September 18, reporters learned from the press conference on the implementation results of the Development Plan for Women and Children in Shannan City that by the end of 2025, 100% of county (district, city) government leadership teams in Shannan had female cadres; women's employment in the city reached 51,200, accounting for 46.62% of the city's total employed population; and the city had 1,701 professional and technical personnel at senior level or above, 37.8% of whom were women.

Over the past five years, Shannan has continuously improved the medical and health service system, consolidated the foundation of health services for women and children, and kept all core maternal and child indicators improving steadily, with the hospital delivery rate remaining above 99.5%. The city has continued to promote a balanced distribution of educational resources, focused on caring for special groups of children, implemented various student assistance and support measures, and ensured that school-age children are enrolled as they should be, comprehensively safeguarding children's basic right to fair education. The gross enrollment rate in preschool education has remained above 95%, the coverage rate of inclusive kindergartens has reached 100%, the consolidation rate of nine-year compulsory education has remained above 99%, and the net enrollment rates of primary and junior secondary school-age children have both reached above 99%. Full coverage of compulsory education for children with disabilities has been achieved. Courts, procuratorates, public security, judicial departments, women's federations, and other departments have worked closely together to build a multi-party coordinated rights protection framework and jointly strengthen safeguards for rights and interests. Twelve personal safety protection orders were issued for women, and legal aid was provided to 85 women and 77 minors. The basic national policy of gender equality has been thoroughly implemented, and the training and selection of female cadres have been continuously strengthened. Women's proportion and capacity in political participation and deliberation have further improved. The proportions of women among Party members, municipal People's Congress deputies, and municipal CPPCC members have all remained at reasonable levels. The proportions of leadership teams with female cadres in municipal government departments and county government departments reached 62.5% and 85.87%, respectively.
