Sustainable development of private education in Tibet

Since the first private school of Lhasa City has been approved in 1998, private education of Tibet Autonomous Region has been continuously developed.

In recent years, Tibet has actively promoted the healthy and sustainable development of private education to deepen the comprehensive reform of education and meet the diversified and multi-level education needs of the people. Art training education is very popular in Tibet, with the advanced educational concept of "diversity, interestingness, interactivity and performance", meeting the needs of parents and children for talent and art learning.

At present, there are 106 private education institutions in 7 cities (prefecture) of Tibet, with 50 private schools aiming at academic education, including 47 preschools, 1 primary school and 2 middle schools, and 56 non-academic training institutions. There are 1,747 full-time teachers and 26,825 students in all kinds of private education institutions. The main training courses consist of supplementary education and quality-oriented education, including music, art, dance as well as calligraphy, and the institutions mainly train students who need remediation and quality development study.

Strengthening institutional construction

To optimize the educational structure of Tibet, guide and standardize people to set up education, and increase the service supply for education, the People's Government of Tibet has formulated a series of rules and regulations to promote the healthy development of private education in view of the actual situation.

At the same time, to promote the reform and development of private education and improve the policies and systems, relevant policies and measures are implemented to encourage and support the development of private education. Relevant departments strengthen the supervision and guidance of private education, and correct illegal and irregular behaviors, which create a healthy and orderly development environment for private education. Besides, with the consent of the People's Government, the Education Department of Tibet cooperates with 13 departments directly under Tibet and establishes the joint conference system.

Improving policy support

Tibet has implemented government-funded policies such as free education, subsidy and student loans, established and improved the business support system of student loans for private schools, and raised the financial assistance proportion for poor students in private schools. The certain preferential tax treatment is given to private schools, while the price of electricity, water, gas and heat is the same as that of public schools. In addition, Tibet protects the basic rights and interests of teachers and staffs, and improves the social security mechanism. Private schools pay social insurance premiums and housing provident fund for staffs. Teachers in private schools have the same rights as teachers in public schools in the qualification recognition, position appraisal, recruitment, training and so on.

Strengthening supervision and management

Since 2018, all educational bureaus have strengthened the standardized management of private education under their charges, and resolutely cracked down on illegal activities of private education institutions, such as misleading propaganda, illegal enrollment and irregular charges. The educational bureaus has carried out over 10 spot checks and self-inspections, shut down 17 unlicensed institutions, ordered 21 institutions to suspend operations for rectification, and investigated and dealt with 8 institutions with major safety risks.

At the same time, the safety management of food safety, school bus safety, traffic safety and others are strengthened, and safety education and training are regularly carried out for students and teachers, so as to enhance the safety awareness of them. Besides, the annual report and inspection systems are improved, and qualification examinations of newly established education institutions are strengthened. The schools with substandard education are warned, rectified and disqualified.

A person in charge of the Education Department of Tibet said that, in the next step, all relevant member units will strengthen communication and coordination, and complete the private education classification management reform and other tasks according to the division of functions. At the same time, competent departments at all levels will continue to establish organizations and institutions for safety work, formulate rules and regulations, and improve the safety prevention and the control system. In addition, combining with the actual work, Tibet will vigorously propagandize the advanced experience of other provinces and cities to create a favorable atmosphere for promoting the reform of private education.
