Tibet NPC deputies and CPPCC members discuss about cultural development

Tashi Gyaltsen, a deputy to the National People's Congress, is a Lhopa boy from the Lhayu Town of Qonggyai County, Shannan City, southwest China's Tibet Autonomous Region. On the 2019 National People's Congress (NPC) and Chinese People's Political Consultative Conference (CPPCC), he said: "As an important part of Chinese national culture, Lhopa culture has been highly valued by the state and region. Lhopa costumes and the legends of Lhopa ancestors have been selected into the national intangible cultural heritage list. Bamboo weaving, cloth weaving and Jiaying (Lhopa rap) have been selected into the regional level intangible cultural heritage list.”

During this year's Two Sessions, Tashi Gyaltsen also put forward a proposal on protecting the traditional culture of Lhopa ethnic group. He hoped, with the support of professionals and technology, the remaining traditional Lhopa culture can be preserved in audios and videos.

On November 28, 2018, China's Tibetan medicinal bathing was officially inscribed on the list of the Intangible Cultural Heritage by the United Nations Educational, Scientific and Cultural Organization (UNESCO), which was China's 40th project in the list of "the Convention for the Safeguarding of Intangible Cultural Heritage". It was also another Tibetan cultural project that was included in UNESCO's representative list of intangible cultural heritage of humanity, following the successful application of Tibetan opera and King Gesar Epic.

Manchon·Norbu Sidar, a representative inheritor of national intangible cultural heritage, a member of the national committee of CPPCC, and a Thangka master, was more than familiar with the development Tibetan thangka profession. He believed that under the care of the party committee and the government, the growing teams engaged in Thangka creation will become an important force to promote the prosperity and development of socialist culture.

According to incomplete statistics, there have been more than 20,000 Thangka artists in China, including more than 4,000 in Tibet alone. Among them, more than 120 artists have gotten art grade certificates awarded by the cultural department of Tibet Autonomous Region.

In 2018, Tibet's rescuing record work on 10 state-level representative inheritors has passed the state examination. By the end of 2018, there have been 96 state-level representative inheritors and 89 representative projects of intangible cultural heritages, 350 region-level representative inheritors and 460 representative projects, as well as 679 municipal (county)-level representative inheritors and 1,851 representative projects. A system of listing intangible cultural heritages at the state, regional, municipal and county levels has basically been established.

President Xi Jinping, also the general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, indicated in his congratulatory letter to the Chinese Academy of Sciences' Qinghai-Tibet Plateau comprehensive scientific investigation and research team that Qinghai-Tibet Plateau is the "roof of the world", the "water tower of Asia", the "world's 'Third Pole' ", a significant national ecological security barrier, a strategic resource reserve base and an important protected area of Chinese characteristic culture.

The 2nd scientific survey on Qinghai-Tibet Plateau has achieved remarkable results in the field of natural science covering biology, geology, ecology and others, which helped expanding people's knowledge of the plateau. During 2019 Two Sessions, Professor Thubten Khedrup, a member of the national committee of CPPCC from Tibet Autonomous Region, doctoral supervisor also head of the Scientific Research Office of Tibet University, submitted a proposal to start the humanities and social sciences parts of the scientific survey on the Qinghai-Tibet Plateau as soon as possible.[Liu Fang, Zhi Xinghua, He Huizhong]
