Since the pairing assistance program was launched in 1995, the central government has put into effect the policy of pairing-up support for Xizang, whereby 60 central and state organs, 18 provinces or municipalities directly under the central government, and 17 centrally managed state-owned enterprises have paired up with various areas of Xizang in order to provide assistance to them. Over the last three decades, 4,742 outstanding cadres have been sent to work in Xizang in six batches to assist the region. All of this assistance has made an enormous contribution to Xizang's social and economic development.

According to statistics, 6,300 aid-Xizang projects have been carried out, with a total investment of 13.315 billion yuan by the first five batches. The aid funds and projects have increased from 480 million yuan and 564 projects in the first batch to 4.023 billion yuan and 1,660 projects in the fifth batch, and Xizang's GDP has maintained double-digit growth for 19 years.

The sixth batch of aid funds from Guangdong Province to Xizang is expected to reach 1.17 billion yuan. In the next five years, Guangdong will invest 2.1 billion yuan to Xizang, equivalent to the total amount of its aid funds in the past 15 years, ranking the first among all provinces and cities in China aiding Xizang.
