Zhang Jingwu, central government representative to Tibet and first secretary of the Tibet Work Committee. Zhang sent top priority letters on March 31, April 1 and 4, 1952 to the 14th Dalai Lama and Kablons, demanding an end to the riots. On May 1, the Kasha (Cabinet of Ministers) issued a notice in the name of the 14th Dalai Lama, declaring disbandment of the illegal "People's Congress."
On March 31, 1952, approximately 1,000 lamas from the Drepung and Sera monasteries swarmed into downtown Tibet to foment conflict. The picture shows the besieged central government representative office and CPC Tibet Work Committee.
